MINNEAPOLIS—Downtown streets were so crowded in the 1960s that developers conjured up a maze of elevated walkways between buildings, providing winter-proof avenues for office workers who filled the central city Monday through Friday. Stores, fast-food spots, bakeries and barber shops lined the covered, temperature-controlled walkways, which linked new glass skyscrapers sprouting one after the next.
